The scope of this sub-activity is the development of quality requirements and quality assessment practices for all ITS Directive priority services involving the road authorities and operators in a major role, building up on results from EIP and EIP+, widening the scope to other priority services than for priority actions b) and c). The objectives of the sub-activity are the following:
- Identify stakeholders, value chains, recommended work processes, quality assurance, and introduction paths for road operator relevant ITS Directive priority services,
- Propose European minimum quality requirements and quality assessment practices for all ITS Directive's priority services involving road authorities/operators in a major role,
- Validate and improve the quality criteria, requirements and assessment practices proposed,
- Work towards specifying optimum quality for selected priority services.
Partner engagement and involvement of the larger stakeholder community will be achieved by continuing the collaboration with TISA, representing players from the entire value chain of traffic information. The wider scope of the sub-activity implies also engaging with other stakeholder communities, in particular from multimodal travel information and planning services (priority action a), freight and logistics (priority action e) and C-ITS (e.g. C-ITS platform and further implementation of the EC master plan on C-ITS, Amsterdam Group).
The objectives are addressed by the following tasks:
Task 1: Stakeholders, value chains and work processes for ITS services
Stakeholders, value chains, recommended work processes and quality assurance methods are not yet charted unlike traffic information services (priority action b and c). This task, performed in strong interaction with stakeholders, lays the fundament for widening the scope of the quality related work to other ITS Directive priority services in identifying relevant stakeholders, scope and way of working of ITS Directive priority services, and figuring out anchor points for quality assurance and quality assessment methods.
Task 2: Propose quality indicators for ITS
The proposals for quality of ITS services are developed in cooperation with service providers taking on board their practical expertise and experiences. Building upon the findings of available user surveys will underpin the bottom-up emphasis of the task while studies and quality level related research provide the more general picture. Information on service and quality levels of the Single Points of Access and perspectives for metadata harmonisation represents valuable input for performing the sequential steps of proposing quality criteria, minimum quality requirements and assessment methods for ITS Directive priority services.
Task 3: Validate and enhance quality proposals
A test and validation plan lays the basis for carrying out this task. The quality related proposals (quality criteria, minimum requirements and assessment method proposals) are validated under real-life operating conditions involving at minimum two thirds of the beneficiaries. The actual validation on the European scale will be carried out in targeted validation workshops (co-arranged with TISA, CEDR and ASECAP). The consolidation of validation findings will also enable recommendations for improving the quality proposals.
Task 4: Work towards optimum quality for ITS
The optimum quality is determined on the basis of what is the most cost-efficient in terms of socioeconomic benefit/cost ratio in different operating environments. This is important in order to prevent Member States from over- or under-investing in service coverage and quality. It requires a sufficient number of quality assessments accompanied with benefit and cost information from national studies or corridor projects so that widely deployed services such as different types of real-time information services represent likely candidates of study. The optimum may change in time due to introduction of new technology solution, and this needs to be addressed specifically.
Task 5: Sub-activity coordination
The task is devoted to the overall coordination of the sub-activity. Related roles to be performed are management on sub-activity level, contribution to EU ITS Platform management as part of the Joint Technical Secretariat as well as exchange and coordination with the identified stakeholder communities.
