In 2012 the EasyWay project developed an ITS Deployment Roadmap presenting European road operators views and expectations on ITS deployment. In 2015 the EIP project reviewed the status of ITS deployment in Europe and concluded with an update of the year 2012 Roadmap. This sub-activity builds further on these results.
The overall objective of the sub-activity is to support the alignment of road ITS deployment plans, in particular related to CEF corridors, in order to achieve higher efficiency in ITS deployment and more impact from the use of ITS. The development and use of a European ITS Deployment roadmap based on contributions from stakeholders concerned is a prerequisite for this.
Additional specific sub-activity objectives are:
- Create knowledge about preconditions for ITS deployment, including the presence of legacy ITS systems, and adaptation of the ITS Deployment Roadmap for the different regions and CEF corridors.
- Create a foundation for synchronized ITS deployment by developing ITS Service packages for different environments and in particular CEF corridors.
- Provide guidance to Member States in their ITS deployment planning process in order to support coherence between member states plans on priorities and timing of investments.
- Identify barriers to ITS Deployment and propose activities to overcome these barriers.
The following tasks are foreseen:
Task 1: Establishment of an arena for discussions on European ITS priorities and deployment timelines.
The main content of this task is a series of thematic workshops for ITS stakeholders. The workshops will be held in conjunction with EU EIP Member State Supervision Assembly meetings in order to ensure a wide and appropriate representation by the partners at the workshops.
Task 2: Extension of the European ITS deployment status database
If a suitable GIS tools is found (e.g. EIP Map) the aim is to accommodate additional data that will be collected through surveys among CEF corridor projects and Member States, in the database established in the EIP project.
Task 3: Survey and inventory of ITS deployment plans of countries, regions and CEF corridors
Web-based survey tools will be applied and inventories made of the MS plans for ITS development and deployment. Also the deployment monitoring carried out in Activity 2 and scheduled reporting in response to the ITS Directive will be used as a basis for this task.
Task 4: Definition of core service packages for different environments (e.g. CEF corridors)
This task will build further on the application of Operating Environments. A review of the Operating Environments definition will be made to accommodate the introduction of the CEF corridors and conclusions on the selection of appropriate service packages will be made.
Task 5: Incentives for synchronized ITS Deployment
The work includes two subtasks: a) Regional differences and differences between CEF corridors in plans and prospects concerning ITS deployment and b) Assessment of the needs of incentives and cooperation tools at European level to support synchronized ITS deployment (package implementation). The task will conclude on deployment needs and appropriate support mechanisms in order to achieve deployment coordination.
Task 6: Development of a European ITS Deployment Roadmap 2.0.
This task will take a starting point in a vision on ITS for the EU road transport corridors and their interfaces developed in the early phases of the action, and build further on the results from Tasks 1-5 with particular focus on the plans and expected evolution related to the CEF corridors.
